The Kansas City Star Endorses Edward Bell for 5th District Councilman. The Kansas City Star understands there is no time for "on the job" training in the 5th District. Eddie has already represented the 5th District on the Public Improvement Advisory Committee (PIAC) for the last four years, and has seen first-hand the way city government does and does not work. When Eddie was a little boy he was always giving away his shoes and clothes to less fortunate little boys around him. I knew a long time ago, Eddie would someday help people, a lot of people. He will listen...and do what he says he will do. I know…because I raised him that way. Evelyn Hedge Perkins Edward Bell’s mother
